Itachi: Is a ninja with a bloodline limit which is vaguely similar to being a mutant I guess. The Sharingan gives him certain advantages (since it's one of those shounen super power things), and Itachi's Sharingan in particular seems to favor mental fuckery. He can create powerful illusions and change perceptions and control people's minds. He also seems to be able to share mental space with someone, particularly if eye contact is involved. As such, I tend to think he's able to give himself some basic mental shields in that he is aware enough of his own energy and that of others that he can tell if someone is trying too hard to poke around in his head. And his surface thoughts tend to stay pretty guarded because he's been in camp forever and knows there are telepaths around. Also, if he's out and about in camp, his Sharingan is almost always activated.
Uriel: Is an archangel who can and does communicate via telepathy because he has no vocal chords. He does have a device that allows him to talk normally, so he's not always using mental speak but he's willing and able to. And yeah, he'd probably know if a human was trying to poke around in his head.
Saitou: Is a normal human so he can probably be read pretty easily. His thoughts are usually about his duty, the Shinsengumi, Hijikata, Okita and possibly cats.
Blanket permission to mentally poke any of them, though. |Db
